The INETUM, DEVOTEAM, and ORANGE BUSINESS consortium have been selected by UGAP to support the digital transformation of public sector organizations. 

The INETUM, DEVOTEAM, and ORANGE BUSINESS consortium announced today that it has been awarded the UGAP contract for IT Project Management Assistance (AMOE) and Third-Party Application Maintenance (TMA) as a Tier 2 contractor.

As such, the consortium began offering its services on January 23, 2026, to UGAP customers who had not yet placed orders during the first period of the contract, which was announced in January 2024. This consortium offers UGAP customers solutions to meet their growing needs for trusted digital solutions. 

Accelerate Digital Transformation Projects for Public Sector Organizations

This market is designed to cover the entire application lifecycle: development, integration, and maintenance. Its goal is to support public sector organizations in modernizing their public policies and digital transformation. The offering covers all aspects of projects, including environmental responsibility, compliance with the General Accessibility Improvement Framework, the development of low-code/no-code applications, performance testing, and the modernization and rationalization of application assets.

A Consortium Dedicated to Public Sector Efficiency  

The Inetum, Devoteam, and Orange Business consortium is an alliance of three French leaders with longstanding commitments to public sector players. With more than 13,000 experts throughout France, including in the overseas departments and regions (DROM), it provides customers with the support and proximity they need on a daily basis.

Marketing for this contract began on January 23, 2026. It is aimed at UGAP customers who did not place an order during the first phase of the contract (January 2024/January 2026). Customers benefit from a simplified purchasing procedure in accordance with public procurement rules.
