Natural Disasters: Spain Modernizes its Compensation System

In Spain, the public body responsible for compensating victims of natural disasters has overhauled its information system (ERP) with Inetum - a five year project with tangible results.

When storms devastated the Valencia region in autumn of 2024, leaving thousands of people homeless, it was the Consorcio de Compensación de Seguros (CCS) that had to deal with the massive influx of compensation claims. This Spanish public body, attached to the Ministry of Economy and Finance, steps in where private insurers leave off: natural disasters, extraordinary risks, exceptional events.

“It's an entity which acts between an insurance company and the public sector,” explained Helena Cañil Muela, insurance account manager at Inetum Spain. Every Spanish citizen contributes to this system through a tax included in their insurance premiums.

To manage these considerable financial flows and meet public sector audit requirements, the CCS relied on highly customized legacy systems. The organization therefore entrusted Inetum with the complete overhaul of it’s financial core management system based on SAP S/4HANA management software.

 

A Tailor-Made SAP Solution

The project, spread over five years and involving around ten Inetum consultants, deployed some of the ERP's standard modules: finance, cash flow, purchasing, etc... on top of that Inetum provided its own Invoice Console Module. However, the unique nature of the CCS required specific developments. “It's not like a normal company; the system has to be adapted to the consortium's needs, for example EFE inform for regulatory requirement and for take control broken insurance companies”.

 

Measurable Efficiency Gains

Significant improvements have been observed in the harmonisation of financial and economic data across all departments and company reports, primarily for the management committee and the IGAE auditors.

“The solution is now much more reliable,” said Helena Cañil Muela. The CCS did not want to migrate to cloud technology, preferring to keep an on-site infrastructure. However, mobile features have been added for internal employees, including invoice approval from a smartphone.

The technical foundation is now in place to support the organization’s digital transformation and improve its resilience in the face of exceptional events in Spain.
