City of Liège: Microsoft Dynamics 365 F&O Simplifies Public Finance Management

The City of Liège has launched a major transformation of its financial and budgetary accounting system.

This modernization unified budgetary and accounting flows into a single software solution for the entire administration, optimizing public finance management and cross-departmental collaboration.

In 2021, Liège took a significant step forward by replacing its legacy mainframe system with a more agile and powerful solution. This ambitious project, led by Inetum’s expertise, improved internal process efficiency and strengthened financial transparency.

Strategic Transformation with Microsoft Dynamics 365 F&O

Facing the limitations of a costly and obsolete system, the City of Liège turned to Microsoft and Inetum to lead its digital transformation. Inetum played a key role in designing and deploying a Microsoft Dynamics 365 F&O solution tailored to public authorities.

A primary focus was the unification of two separate systems. "Previously, budget and accounting were handled separately. Agents had to re-enter data manually, which was a major source of errors" explains Thierry Antorino, consultant at Inetum. In the new software, the link between general and budgetary accounting is seamless, providing departments with a real-time view of their budget.

Automation and Process Optimization

Inetum also automated several administrative tasks to reduce the workload for municipal staff:

  • Bank Integration: Automatic integration of bank statements now handles 80% of collections automatically.
  • Digitization: Purchase orders and invoices are digitized to ensure optimal traceability and reduced manual entry.
  • Payroll and Taxes: Payroll accounting is now automated, and integration with the municipal tax management system allows for direct collection within the Microsoft environment.

 

An Agile Approach for Lasting Impact

By adopting an agile methodology, the project was completed in just ten months.

Today, a dedicated team within the City of Liège manages the system, while Inetum continues to provide maintenance and support for further optimization.
